Membership Norms
for FICCI - HEN
- All references to the
'Network' in the document pertain to FICCI -
HEN (FICCI - Higher Education Network).
- All references to the
'Committee' in the document pertain to the FICCI
- HEN Committee.
- All reference to the 'sector'
in the document pertain to the Higher Education
Sector.
- Membership categories
have been distributed into following two categories
depending on the type of organisation:
- Members - Higher Education
Institutions/Universities
- Associate Membership
- Organisation providing support services
to the higher education sector
Norms for Membership
- Any institution desirous
of becoming an 'Member' of the 'Network' should
fulfil the following criteria:
- The institution is
authorised and / or licensed to operate
as an educational institution and award
academic credentials, such as degrees, certificates,
diplomas, that is recognised by an appropriate
agency or through market credentials.
- The institution's mission
is clearly defined, made public, and formally
adopted by its governing body consistent
with its legal authorisation and is appropriate
to an institution of higher education institution.
- The institution is operational
with students actively pursuing its degree,
certificate or diploma programmes.
- The institution follows
the Code of Conduct (COC) and the Disclosure
Norms (DN) prescribed by the 'Committee'
in letter and spirit.
- The institution has a functioning
governing board responsible for the quality
and integrity of the institution and for
ensuring that the institution's mission
is being carried out. Its membership is
sufficient in size and composition to fulfil
all board responsibilities. The governing
board is an independent policy-making body,
capable of reflecting constituent and public
interest in board activities and decisions.
- The institution has a core
of faculty qualified by education and/or
experience with full-time responsibility
to the institution. The faculty is sufficient
in size and significantly involved in the
development and review of all of the institution's
educational programs.
- The institution has an
established strategic and long-range planning
process, which includes its engagement in
the systematic evaluation of how well and
in what ways it is accomplishing its purposes,
including assessment of student learning
and documentation of institutional effectiveness.
- The institution is capable
of providing effective academic leadership
and management of all of its educational
programs.
- The institution provides
for all its students, in all of its satellite
locations, appropriate student services
and development programs consistent with
student characteristics and its institutional
mission.
- The institution has adopted
and adheres to admission policies compatible
with the institution's stated mission and
program objectives that specify the qualifications
of students appropriate for its programs.
- The institution owns or
otherwise provides access to sufficient
information and learning resources and services
to support its mission and all of its educational
programs, wherever located.
- The institution has established
an adequate financial base to support its
mission and educational programs. It makes
available its latest financial statement,
from the previous fiscal year, externally
audited annually by a certified public accountant
or state agency.
- The institution publishes
in its brochure, catalogue and the website
or other appropriate places, accurate and
current information that describes its mission,
purposes, and objectives and all other formalities
described in the 'Disclosure Norms'.
- All information provided
by the Institution to the 'Network' will
be accepted in letter and spirit by the
'Committee' and the Institution will be
required to comply with the norms and standards
set by the 'Committee'.
- All information to be disclosed
must be kept on file for review at any time
by the 'Committee'.
- All new information must
be reported to the 'Committee' within 60
working days.
- The institution provides
assurance by its governing board that it
adheres to the eligibility requirements
set by the Committee.
xviii. The institution has its own infrastructure
in the form of buildings (academic, administrative,
hostels), laboratories and library etc to
conduct its training programmes and does
not have to rely on any other sources for
this purpose.
- At least five batches of
students have passed out after obtaining
the degree/diploma qualifications. Institutes
awarding only certificates should have been
actively operational for the past ten years.
Note: The eligibility criteria mentioned
above will have to be confirmed to at the
time of application and in all subsequent
years by all FICCI - HEN members.
- Any institution desirous of
becoming a 'Member' of the 'Network' shall send
an application to the Education Division of
FICCI in the form prescribed by the 'Committee'
along with subscription and registration fees.
- Any new application for admission
as 'Member' of the 'Network', as referred to
in Article 2 above, shall be sponsored by two
' Members' who have been associated with the
'NETWORK' since its inception.
Norms for Associate Members
- Any institution desirous of
becoming an 'Associate Member' of the 'Network'
should fulfil the following criteria:
- The institution is authorised and / or
licensed to operate as service provider
to the 'sector'. For example:
a. Publishers
b. Corporate Training Institutes
c. Placement Agencies, etc.
- The institutions mission is clearly defined,
made public, and formally adopted by its
governing body consistent with its legal
authorisation which allows contributions
to the 'sector'.
- The institution has been operational
for at least five years and has significant
links with and made contributions to the
'sector'
Note: Articles 1(v), 1(xiii), 1(xv) and
1(xvi) from Norms for 'Members' are valid
for Associate members also.
- Any institution desirous of
becoming an 'Associate Member' of the 'Network'
shall send an application to the Education Division
of FICCI in the form prescribed by the 'Committee'.
The application should be received complete
with an expression of their interest in higher
education and their contribution towards higher
education, subscription and admission fee.
- Any application for admission
as 'Associate Member' of the 'Network', as referred
to in Article 5 above, shall be sponsored by
two ' Members' who have been associated with
the 'Network' since its inception
Fee Structure and Voting
Rights
- A one off non - refundable
Registration Fee of Rs. 15,000/- shall be charged
to all members seeking affiliation to the 'NETWORK'.
This fee is waived off for FICCI (Associate
& Corporate) members.
- All FICCI - HEN members registered
on and before 23rd of March, 2006 shall pay
the full annually renewable subscription of
Rs. 10,000/- that shall be valid till 30th June
2007.
- A 'Member' (both Members and
Associate) admitted to membership from 1st July
2006 until 31st Dec 2006 shall pay the full
annual subscription of Rs. 10,000 and from 1st
January, 2007 until 31st May 2007 shall pay
50% of the annual subscription of Rs. 5,000
in respect of that year.
- The subscription payable
by members shall be valid for a year, ending
on 30th June, 2007 and shall be renewed the
following year between 1st July 2007 and 31st
July.
- The membership shall be
considered invalid in case of non-payment of
the annual subscription amount on the due date.
All benefits accruing to the institute as a
member of the 'Network' shall be waived off
in this case.
- A 'Member' shall be entitled
to submit his name and nominate candidates to
the 'Committee' only if it satisfies the following
conditions:
a. Is on the rolls of membership of that current
year
b. It has paid its subscriptions for that year
including arrears if any on or before the last
day prescribed date.
The final decision shall remain with Committee
- . An 'Associate Member' shall
not be entitled to submit his name or nominate
candidates to the 'Committee'.
Patrons
- Persons including foreign nationals
distinguished for their public service in the
'sector' or otherwise interested in the aims
and objects of the 'Network' may be selected
as Patron at the Annual Meeting of the 'Network'
by a majority of three - fourths of the delegates
present at the meeting on the recommendation
of the 'Committee' and shall be exempt from
paying subscriptions.
- Patrons residing in India shall
be invited to the annual meetings as well as
to all 'Committee' Meetings of the 'Network'.
However, patrons shall not be involved in organisational
set-up of the Network.
